For those without comedic tastes, the so-called experts at Wikipedia have an article about 21 (number).

Common age at which to discover one is in fact gay. 21 is coincidently one of the Gay Numbers.

21 was introduced in 1923 by the UK Government in order to stop 23 being 5 plus 17.

The Chinese infact do not celebrate the 21st Birthday but the 20th Birthday. This is because Chinese people are quite silly and dont realise that the 20th birthday is not a multiple of 7.
