63rd amendment

The Sixty Third Amendment to the United States Constitution was passed on July 30th, 1821 at 6:59 am. At that time, only Speaker of the house Brian Peppers was present, so the measure was unanimously passed. This strange twist of the laws of order was made possible only because George W. Bush retroactively made Brian Peppers "King of Capitol Hill."

No court of law shall prosecute or sentence any man, woman, child, or cat who is suspected of the crime of toolsheddery, woodsheddery, or aggravated shrubbery while the accused has committed said acts under the delusion of divinity or within fifty feet of a structure that houses tools or timber.

This shall be in effect until the cows come home.

Due to this amendment, Neverland Ranch was built behind "toolshed manor," which fits the legal description of a toolshed. Michael Jackson has never been prosecuted for his constant toolsheddery.

L. Ron Hubbard was able to successfully avoid prosecution of aggravated shrubbery when he claimed the insanity defense due to his creation of Scientology.
