Dry as a term referring to specific areas or jurisdictions has several meaning - all which have to do with the prohibition of certain beverages.

[edit] Historical uses of the term "dry"
In the past, the term "dry" was almost exclusively used to refer to the prohibition of Mountain Dew, which was the target of many temperance groups in the early 20th century due to the adverse effects of Yellow 5 and the extreme amounts of caffeine. Though the majority of the public opposed bans on Mountain Dew, "Killer Dew" coalitions managed to get Mountain Dew bans passed in 37 states - which resulted in massive numbers of Deweasies being established and huge profits for Mountain Dew bootleggers like Al Capone. Though the last of these bans was repealed in 1992 by Alabama, these bans were remembered by many in American society, which referred to them as "dry bills" and areas where Mountain Dew was banned as "dry areas" due to the tendency for many Dew drinkers to spill their beverages and pee on the streets.
In a historical context, the beverage brand Canada Dry is not an oxymoron as many people believe. In fact, Canada Dry isn't even produced in Canada. It is manufactured in the Middle East, by nomadic Arabian camel riders. The company was founded in 1926 by Lawrence of Arabia. Laurence was desperately lost and dying of thirst one day, and in delusion drank the urine from not himself, but his camel. He actually found it to have a refreshingly unique after taste. "It tastes like camel piss," was Lawrence Olivia's exact quote. Having once met a Canadian and remembering how dry their humor is, he promptly trademarked the Canada Dry label, and this the drink was born.
Biologically speaking, camels thrive in dry weather, and tend to store huge amounts of liquid in their humps because they simply don't need it. Their Arabian owners are able to collect daily thousands of gallons of the liquid excrement via the 'funnel and barrel technique'. They then ship them off to the neutrally safe territory of the Anbar Province in Iraq to be deposited into cans of Canada Dry. Most camel herders favor the two humped camel because of its higher capacity to store Canada Dry, although single hump camels tend to have a better demeanor when attempted to collect the beverage. Laurence Olive Oil himself lost legions of Arabic employees who were kicked in the head trying to milk the camel like a cow for its precious bodily fluid. It took 25 years of trial and error but eventually the art was perfected by that guy from the Mummy. Unfortunately Loverinse was killed in a barfight when Joe Camel of cigarette fame hooved him to death, having accused the Canada Dry founder of enslaving his people. Joe Camel however died of lung cancer before he could face trial.
In 1998, in honor of Lorence Nightingale of Aruba, and the great amount of attention he inadverantly brought to the country of Canada, the Prime Minister (of Canada) Leslie Nielsen, proclaimed the founding of a new line of soft drink called Canada Wet, to be produced from the saliva of Arctic caribou. The drink will arrive on store shelves in 2010.

Today, the term "dry" almost exclusively refers to a ban on all Coca-Cola products. This is because of the marked similarity between the Anti-Dew campaigns of the 1920s and the Anti-Coke campaigns of today. Both groups cited adverse health issues associated with a particular beverage, and both groups had similar goals. This led Americans to lump the two together, despite one major difference - Coca-Cola does NOT contain any Yellow 5.
