For those without comedic tastes, the so-called experts at Wikipedia have an article very remotely related to Empirical fact.

Empirical fact is fact that is stipulated as such by an emperor, mostly a dictator. In a state where a dictator is in power, no facts are more solid than empirical facts.

Most empirical sciences, which have a high regard of empirical fact, flourish in dictatorships, and are only very seldomly practiced in democracies, in which there are no dictators who stipulate truth and facts, and scientists have freedom to do any research they like. Scientific findings in democracies typically lack the consistency that is so common in those that are found in dictatorships.
