Kleptocracy

Kleptocracy, from the Suaheli dialect words Claebtto (take as much as you can from people who own the stuff) and Krassy (go for it like crazy), a Kleptocracy was first formed by Lance and Fiona, the Parents of Adam and Eve (also see: "The old testimony" by God), with Fiona declaring eternal Kleptocracy as their form of state, which is now the guiding principle behind every government everywhere in the entire world.

She also invented the first "Kleptocratic Rule Book" formulating th basic "9 Commandments of Kleptocracy":

1.) Thou shalt make many rules that noone but you can understand. 2.) Thou shalt set up a bureaucracy (some who rule = bureaucrats and the majority who are not bureaucrats (NOBs)) 3.) Thou shalt interprete the rules in such a way, as to take all wealth from NOBs and distribute this wealth among the bureaucrats. 4.) Thou shalt install either a Democracy (form of state where the NOBs are allowed to vote for a set of characters that the Bureaucracy allows them to vote for. This is a placating sheme to make NOBs believe, the state of the nation is actually their fault.) or a Dictatorship (same principle without bothering to create a fake setup which makes NOBs think they have something to say). 5.) Thou shalt force every NOB to conform to your rules. 6.) Thou shalt never allow any non-bureaucrat to assume any form of power in the Kleptocracy. 7.) Thou shalt contoll all media and news coverage and the free flow of information to make sure that they tell your truth. 8.) Thou shalt avoid the word "censorship" while controling the media, as it makes the NOBs suspicious. 9.) Thou shalt make sure that all parties that arise due to the bureaucracy are virtually the same, with minor differences which are blown out of proportion by the media to seemingly give the NOBs a choice between discernible alternatives. 10.) Thou shalt not only wrench all wealth from the NOBs but also from the land / planet you life on. 11.) Thou shalt kill everyone who might get too close to your weath or has a different opinion regarding the rightfullness of rules.

Lance was the first and only subject, committed suicide in the year 4.928.297.812.885.666.001 B.C. after which "suicide" was considered a sin. Fiona spawned Adam & Eve by gene splicing in the year 260 B.C. to reproduce with apes and become the Human Race and has been installing Kleptocracies worldwide ever since.
