• Delete. This doesn't say anything in hex. It's some kind of weird cipher - there's a "key" at the end that suggests that "3E" is "H", "0C" is "C", and "FF" is "U". Well, that's just nonsense - no meaningful system would assign 63 to H, 12 to C, and 255 to U. Further, the cipher in the "key" doesn't seem to match the cipher in the rest of the "article," considering that all those Fs would just read UUUUUUU.
