This page is a piece of crap. The author acknowledges this fact.

FidoNet is an amateur computer network, created in mid-80's in Russia by Alexander Barinov in order to transfer illegal copies of Chinese computer software from Vladivostok to Moscow via magnetic tape transfer on Transsibirean Railways.

The boiled-down version of this network is now an unfamous part of the Russian Usenet, known as the Floppynet.
