Interstate 41 is an escape route for Packers and other football fans to escape the harsh weather and citizens of Green Bay. I-43 had already been built as an escape route leading south, but I-41 was built as a backup on top of U.S. 41 in case I-43 sank under snow and Lake Michigan.
I-41 is a superficial attempt at creating an Interstate. Under the original Interstate Highway plan created by the Founder, U.S. Highways and Interstates with the same number were not supposed to exist in the same state, much less on the same highway. For violating this rule, representatives of Wisconsin in Congress had to stand in the corner for a week, and an embargo was put in place on Wisconsin cheese and beer.
